The European Cyber Threat Report 2026 draws on investigations supported by EC3, reports from member states, and intelligence shared by industry partners.

Three findings stand out. Ransomware groups are increasingly targeting supply chains rather than single victims. Fraud-as-a-service marketplaces have lowered the barrier to entry for online fraud. And criminal use of AI — from voice cloning to automated phishing — has moved from experiment to standard practice.
